Following the release of Gel Eyeshadows on November 1st, Kate will release Select Eye Colors for holiday 2008 on December 1st.
According to Cosme.Net, this is the first time for Kate to release limited-edition eyeshadow palettes. They appear to be wearable brown-based and grey-based palettes.

You are definitely right. Holiday shades from Japanese brands are usually quite neutral, but this year they seem particularly so. Maybe many brands are playing it safe due to the economy…
